Speaking at the Oceans Summit in Mindelo, on Sal Island, Cape Verde, Guterres considered that developed countries should provide financial and technical assistance to help the main emerging economies in the transition to renewable energy.
He accused wealthier countries of "recurrently denying developing countries, and in particular particularly vulnerable middle-income and Small Island Developing States (SIDS), such as Cape Verde, the concessional finance and debt relief they need".
He pledged to continue to press for a Special Drawing Rights (SDR) stimulus package to help Southern governments invest in systems that support development and resilience.
